New Framework Unveiled for Community Mental Health Funds

The ACT Government has released its Strategic Investment Plan to guide how the ACT Government will prioritise future funding of vital mental health services run by non-government organisations (NGOs).

This plan is intended to provide certainty to community, NGOs, and those accessing the mental health system that the sector is supported through long-term planning and investment.

Minister for Mental Health Rachel Stephen-Smith said "this plan, which was created thorough comprehensive stakeholder engagement, will provide funding certainty for our community sector for years to come".

"Non-government mental health services and programs deliver essential supports for our community.

"The Mental Health Strategic Investment Plan recognises that these organisations want to be able to provide secure employment and undertake forward planning, which is why the ACT Government is committing to funding agreements up to a period of five years, with opportunities for extension."

The Strategic Investment Plan also has a focus on mapping need and funding across the many different areas of mental health support and distributing funds to key areas that need it most.

"We know that Aboriginal and Torres Strait Islander people continue to be overrepresented in the mental health system," said Minister Stephen- Smith.

"In line with the National Agreement on Closing the Gap, the Plan proposes that $1.1 million per year will be dedicated to providing more support and culturally appropriate care through Aboriginal Community Controlled Organisations.

"Following the service mapping and consultation, the Plan also recognises the need to support children and young people through prevention and promotion of mental health as another focus area. Better supporting children and young people will lead to lifelong benefits for their health.

"The Strategic Investment Plan builds on recent commitments made by the ACT Government, including $9.6 million through the 2025-26 ACT Budget to ensure the continuation of a range of child and youth mental health NGO programs in the ACT.

"It will also create a dedicated Sector Development Fund to support innovation and sector-wide capacity building with our NGO partners.

"As part of a comprehensive and coordinated approach to delivering public and non-government mental health services, the Strategic Investment Plan will support better outcomes and wellbeing for the Canberra community."
