Our current scheme was introduced in 2007. The replacement will reflect current planning requirements and consider matters such as housing, heritage, neighbourhood character and the types of activities allowed in different areas.
On 19 October 2026, the Planning Framework Committee reviewed and amended the draft Local Planning Scheme No. 5.
What happens next?
The City is aiming to present a new draft scheme to Council for initiation on Wednesday 28 October 2026.
If Council supports the referral, the draft will progress to State review, with permission to advertise required before formal community consultation can begin.
When can I comment?
Formal consultation has not opened yet.
Following State review and permission to advertise, the City will make the draft available for a 90-day public submission period. We will explain the proposed changes, how to make a submission and where to get help.
Are the rules changing now?
No. The current planning scheme continues to apply until the replacement is approved and officially published.
The full process could take two years or more. Timing depends on review requirements, decisions and any changes requested along the way.
