New Shandong in the New Era Welcomes Overseas-Educated Talents Home

In this golden autumn, the season of harvest, the new Shandong in the new Era is opening its arms to welcome overseas-educated Chinese students home to start their own businesses and pay back to the motherland. On September 20th, Gong Zheng, Governor of Shandong Province has sent a sincere invitation to overseas-educated Chinese talents.

Dear friends studying overseas,

As we celebrate the Mid-Autumn Festival and the National Day, I would like to extend, on behalf of the Shandong Provincial Government, sincere greetings and best wishes to you.

Shandong is a coastal province in eastern China. It claims a strategic geographical location as China opens up from the south to the north, and develops from the east to the west in a gradient manner. Shandong is a big province in terms of population, culture and economy. The residential population and registered population of Shandong have both exceeded 100 million. There are 145 universities and colleges with 2.5 million students on campus in the province. Shandong also has nearly half of the country's high level marine researchers. As one of the cradles of the Chinese civilization, Shandong is known as "the land of Qi and Lu" and the hometown of Confucius and Mencius. It impresses the world with one mountain, one river and one sage, which refers to the Mount Tai, the Yellow River and Confucius respectively. Shandong accounts for nearly 1/10 of the GDP, 1/8 of the industrial output and 1/4 of the agricultural export of China. In 2017, the GDP of Shandong reached 7.27 trillion yuan; general budget revenue topped 600 billion yuan; foreign trade was nearly 1 trillion yuan; the number of market entities exceeded 8 million. The economy of the province is moving from advantages in size and scale towards competitiveness in quality and performance.

Shandong in the new era is starting at a new departure point of pursuing high quality development. General Secretary Xi Jinping has placed high expectations on Shandong. He said Shandong should "be a frontrunner in the efforts to build a moderately prosperous society and on the new journey towards realizing socialism modernization, so as to open up new dimensions in building a modernized strong province in the new era." Shandong is expected to set an example for rural revitalization, give higher priority to marine industry, and serve as a powerhouse for opening up. Acting upon the important instructions of General Secretary Xi, we are implementing the major program to foster new drivers of growth and build a modernized economic system with focus on high quality development and supply-side structural reform. Our central task is to make traditional industries smarter, advance intelligence-intensive industries and promote cross-sector integration and high-end branding by means of new technologies, new industries, new forms of business and new models, and foster the "5+5" modern advanced industrial clusters. For the five industries with great potential and distinctive advantages, namely high-end chemical industry, modern efficient agriculture, culture and creativity, quality tourism and modern financial services, will be transformed and upgraded through the aid of big data, cloud computing, Internet of Things, artificial intelligence, smart manufacturing and smart application. With the new round of industrial technology revolution, the five emerging industries, namely the new-generation of information technologies, high-end equipment, new energy and new materials, modern marine economy and medical care and old age care will be expanded in scale and as in terms of proportion in the economy. Propelled by the momentum of the major program of fostering new growth drivers, the economy of Shandong is evolving towards a higher level that is characterized by better economic performance with more sophisticated division of labor and a more reasonable structure. This has presented precious opportunities and sufficient room for overseas students and talents to engage in innovation and start your own business and go as far as your talent and ability can take you.

Talents hold the key to success. Shandong firmly bears in mind that development is the top priority, talents are the most important resources and innovation is the premier driving force. We work unremittingly to improve the policies for recruitment, training and use of talents, and upgrade the relevant mechanism and institution so that Shandong can become a fertile ground for talents. The China Shandong Domestic and Overseas High-end Talents Exchange Fair has been held for 9 sessions in a row. As a platform connecting Shandong with domestic and overseas high-caliber professionals and projects, it offers an important opportunity for talents across the world to get to know Shandong, come to Shandong and participate in the development of Shandong. To attract more overseas-educated scholars to Shandong, the 10th fair is slated for 29 to 31 October in Weihai, Shandong. Themed on "Gathering global talents, promoting quality development", the fair is expected to be a diversified, specialized and well-targeted international event that encompasses factors including talents, ideas, projects, technologies and financial capital.

At present, we are implementing the reform to provide one-stop services to the public.
