The Organization of American States (OAS) is beginning the simultaneous deployment of three Electoral Missions for the general elections in Brazil, the municipal elections in Paraguay, and the regional and municipal elections in Peru, all of which will be held on October 4.
The OAS Electoral Observation Mission (EOM) in Brazil, present in the country for the fifth time, is composed of more than 90 observers from 23 nationalities, who will be deployed across more than 20 states and the Federal District. The OAS/EOM includes a team of specialists who will analyze various aspects related to electoral organization and logistics, the implementation of technology, electoral justice, political-electoral financing, violence, campaigns, media, and digital communications, among other issues.
The leadership team of the OAS Mission in Brazil, headed by former OAS Secretary General and former Foreign Minister of Chile José Miguel Insulza, also includes former Foreign Minister of Paraguay Eladio Loizaga; former Uruguayan Ambassador Agustín Espinosa Lloveras; Officer in Charge of the Secretariat for Strengthening Democracy Gerardo de Icaza; Chief of the Electoral Observation Section Brenda Santamaría; and Deputy Chief of Mission Ignacio Álvarez. During its visit, the delegation will meet with electoral and government authorities, political leaders, representatives of the various candidacies, civil society organizations, and members of academia to hear different perspectives and gain a broad understanding of the electoral process.
For Paraguay's municipal elections, the OAS is deploying an eight-member Electoral Experts Mission headed by former Deputy Foreign Minister of Uruguay Nicolás Albertoni. The OAS is also sending a seven-member Electoral Experts Mission to Peru, led by former Secretary General of the Development Bank of Latin America and the Caribbean (CAF) Víctor Rico Frontaura. Both teams of specialists will follow issues related to electoral organization and logistics, technology, and electoral justice.
Following the conclusion of voting, the OAS Missions will present their reports, detailing findings and recommendations aimed at continuing to strengthen electoral processes in the host countries.
