OSCE Boosts Tajikistan Water, Energy Cooperation

From 29 to 30 July 2026, the OSCE Programme Office in Dushanbe, in close co-operation with the Ministry of Energy and Water Resources of the Republic of Tajikistan, organized a two-day seminar in Khujand on integrated water and energy governance and regional co-operation.

The seminar brought together 35 participants, including 12 women, representing the Ministry's regional sub-structures, the Agency for Land Reclamation and Irrigation in Sughd Region, the Water Resources Administration of the Syrdarya Basin Zone, and the electricity transmission company JSC Shabakahoi Intiqoli Barq.

Through expert presentations and interactive sessions, participants examined the water and energy provisions of the recently signed border agreement between Tajikistan and Kyrgyzstan. They also explored practical approaches to its implementation and discussed legal and institutional frameworks for managing transboundary watercourses and shared infrastructure.

The seminar highlighted the importance of integrated water resources management and the water-energy-food-environment nexus in promoting sustainable resource management. Participants exchanged experiences and good practices on basin-level management, institutional co-ordination and cross-border collaboration.

The event contributed to closer co-operation among national institutions responsible for water and energy governance. It also helped build a common understanding of approaches to managing shared resources and addressing regional challenges.

The seminar forms part of the OSCE Programme Office in Dushanbe's ongoing efforts to strengthen institutional capacity, promote regional dialogue and support practical co-operation on transboundary water and energy management in Central Asia.
