The Planning Committee has recommended to the Victorian Civil and Administrative Tribunal (VCAT) that a Planning Permit for a proposal at 57-59 The Parade, Ocean Grove be refused.
The total area is approximately 1,698 square metres, where a two-storey dwelling is situated at 57 The Parade and a single storey home at number 59. The land is in a Residential Growth Zone and is subject to a Design and Development Overlay.
The applicant has proposed to construct a three-storey building at a maximum height of 10.45 metres with 16 apartments, 29 basement car spaces and bike storage. The apartment block would be built with a large amount of glazing on the external elevations.
During public exhibition, the City received 170 objections suggesting that the proposed development is an overdevelopment of the site, is inconsistent to existing neighbourhood and that traffic issues may occur from a lack of parking.
The Planning Committee is made up of six councillors.

The Planning Committee found the planning permit didn't satisfy objectives.
The proposal doesn't meet the relevant plan policy objectives in the Bellarine Peninsula, in particular, the bulk and mass of the proposal and the reasonable sharing of views under the Design and Development Overlay.
