Precinct Plan adopted for Clayton Activity Centre

Council has adopted a Precinct Plan for the Clayton Activity Centre that will create a new identity and sense of place for this significant employment, research and residential precinct. The Precinct Plan, adopted at the January 2020 Council meeting, sets out a major transformative, long term vision to revitalise and grow Clayton.

The Clayton Activity Centre, is one of the key areas in the Monash National Employment and Innovation Cluster (MNEIC) and a location for a Station Super Hub as part of the recently announced Suburban Rail Loop project.

Council, in collaboration with TRACT Consultants, developed the Precinct Plan for the Clayton Shopping Centre, Medical Precinct and surrounding residential areas.

The Plan focuses on the area of Clayton Road extending from Centre Road to just north of the Monash Medical Centre This area contains key residential, retail, community, employment and medical precincts.

Monash Mayor Stuart James said the Plan would help guide Clayton as it evolves to meet the emerging needs of this growing area and Melbourne.

"We're expecting Clayton to grow from 21,000 people to at least 29,000 people by 2036, with further growth in jobs in this area," Cr James said.

"I want to thank those in the Clayton community who participated in our consultation and helped guide this plan, their feedback was invaluable in letting us know what was important to the local community."

Key actions in the plan include:

  • improved transport and movement connections into Clayton and between major employment, research and activity locations/destinations in the Precinct
  • creation of a new identity and sense of place for the Precinct, reflective of its future role as a CBD-level employment, research and residential destination
  • An expanded retail, medical research and residential role for the Clayton Precinct
  • Greater connectivity to, and integration between Monash Health's Monash Campus including Monash Medical Centre, Jessie McPherson Private Hospital and the Monash Heart Hospital (currently being constructed)
  • Developing a car parking strategy (once the Suburban Rail Loop Clayton Super Hub Station has been determined).

An implementation plan will now be prepared for further discussion and endorsement however, Council will wait until the Suburban Rail Loop Authority identifies the location of the Clayton Super Hub Station before proceeding with some elements of the plan.
