The Cook Labor Government has launched the second five-year Action Plan under the All Paths Lead to a Home: WA's 10-Year Homelessness Strategy, setting a clear framework for the next phase of homelessness service delivery across the State.
Building on the foundations established during the first Action Plan, the second five-year Action Plan sets four priority areas: sustaining effort, providing strong preventative responses, intervening earlier and measuring success.
One of the first moves out of the new Action Plan will be the establishment of a Lived Experience Advisory Panel. Homelessness Minister Matthew Swinbourn has asked the Department of Communities to establish the panel as a priority to ensure the voices of people with lived experience of homelessness are central in shaping policy in Western Australia.
The Action Plan continues work already underway through key long-term initiatives, including the delivery of Common Ground developments and Aboriginal Short Stay Accommodation services, while sustaining efforts to support people experiencing homelessness, particularly those sleeping rough.
It was developed through consultation with State Government agencies, local governments, the community services sector as well as people with lived experience of homelessness.
The Action Plan also recognises the unique challenges faced by rural, regional and remote communities in accessing homelessness supports and outlines initiatives to strengthen regional responses.

As stated by Homelessness Minister Matthew Swinbourn:
"The release of this second Action Plan marks an important milestone in the delivery of Western Australia's 10-Year Homelessness Strategy and reinforces the Cook Labor Government's ongoing commitment to addressing homelessness across our State.
"Over the course of the first Action Plan, we invested significantly in initiatives that supported people experiencing or at risk of homelessness, and this second Action Plan ensures that momentum continues.
"The priorities identified reflect what we have heard from service providers and people with lived experience, whose insights remain essential to delivering effective responses to homelessness, and why it is important that one of my first actions is to imbed their voices in what we do through a Lived Experience Advisory Panel."
