The study about the Wbkwas conducted by a research team from SEO (Economic Research Foundation) and Leiden University (Yvonne Erkens, Zelda Geels and Harold Koster) on behalf of the Ministry of the Interior and Kingdom Relations.

The Wbk came into force on 18 February 2023. The Act implements the European Directive on the protection of persons who report breaches of Union law. It replaces the 2016 Wet Huis voor klokkenluiders (Whistleblowers Act).

An important objective of the Act is to better protect (potential) whistleblowers, so that they run fewer risks and are more willing to report abuses.

The book 'Veilig voor de melder' (Safe for the whistleblower) answers the following research questions:

  1. How does the scheme work in practice for the various target groups, i.e. (potential) whistleblowers, employers (public and private) and competent authorities?
  2. To what extent are there signs that the legislation is not working as intended?
  3. Are there any bottlenecks or unintended effects in practice and are there solutions for them?

The book is available in open access.
