The analysis "Electoral Administration Trainings: Challenges and Practical Solutions - Dialogue with Trainers" was concluded on 30-31 May 2026, bringing together certified electoral trainers of the Central Election Commission of Albania.
The event provided an opportunity to reflect on the current training methodology for electoral administration, drawing on lessons learned from the 11 May 2025 elections. Trainers participated in open, dialogue to discuss practical and methodological aspects of field training and identified areas requiring further improvement. On the second day, participants worked in groups to review training manuals, focusing on their clarity, usability, curriculum design, duration, and the level of standardisation in training delivery. Discussions emphasized the need for more practical tools, such as case-based scenarios, exercises and simulations. Trainers also called for strengthening of the role of the Training and Education Centre.
The findings and recommendations from this review will inform the forthcoming evaluation report and support the development of updated guidelines to further improve and standardise electoral training methodologies. The initiative is part of the Central Election Commission's ongoing efforts to build a sustainable pool of skilled, certified trainers, contributing to more professional, consistent and integrity-based electoral administration at all levels.
The activity was developed in co-operation with the OSCE Presence in Albania within the framework of the Strengthening Elections' Integrity in Albania project implemented by the Council of Europe and funded by the Federal Republic of Germany.
