The first stage of the transfer of Crown land management responsibility for the Apollo Bay Harbour precinct has moved from Colac Otway Shire Council to the Great Ocean Road Coast and Parks Authority as directed by the Great Ocean Road and Environs Protection Act 2020. It is part of a broader program of management responsibility transfers for Crown land and water assets along the length of the Great Ocean Road over the next few years that is to be completed by 1 November 2025.

The transfer of the Apollo Bay Harbour precinct and its port operations will occur in two stages:

Stage One

The transfer of management responsibility for four Crown land parcels and their associated assets surrounding the Harbour occurred on 24 October, 2022. See below a map of the transferred parcels.

The second stage involves the transfer of management responsibility for the remaining Crown land at the Apollo Bay Harbour, port manager and waterway manager responsibilities, and the port management operations (known as the Port of Apollo Bay) including staff, which is scheduled in 2023 on a date to be confirmed.
