Boosting Society's Disaster Resilience And Climate Readiness

Incheon, Republic of Korea - UNITAR and its International Training Centre for Authorities and Leaders (CIFAL) Jeju are pleased to collaborate with the United Nations Office for Disaster Risk Reduction Northeast Asia Office and Global Education and Training Institute (ONEA-GETI) , the United Nations Department of Economic and Social Affairs (UN DESA) Division for Public Institutions and Digital Government (DPIDG) , the United Nations Project Office on Governance (UNPOG) , and the United Nations Environment Programme (UNEP) Climate Technology Centre and Network (CTCN) to offer a two-day virtual training workshop titled "Strengthening Whole-of-Society Capacities for Disaster Risk Reduction (DRR) and Climate Resilience: Inclusive Governance and Innovative Mechanisms"

The workshop takes place from 12 to 14 May 2026 with the support of the Republic of Korea Metropolitan Municipality and Republic of Korea Ministry of Interior and Safety (MOIS) and the Ministry of Science and ICT (MSIT), bringing together governments, UN entities and academia to advance integrated approaches for disaster risk reduction (DRR) and climate resilience in line with the Making Cities Resilient 2030 (MCR2030) essentials.

Background

Global temperatures have risen by 1.1°C and exceeded the 1.5°C threshold in 2024 and 2025, contributing to disasters increasing in intensity and frequency. Extreme weather events have doubled over the past 20 years, worsening inequalities within and between countries.

Reducing disaster risk and building resilience are key parts of the Sendai Framework for Disaster Risk Reduction 2015-2030 and the 2030 Agenda for Sustainable Development . The UN 2.0 aims to strengthen institutions' responses to compounding risks with a "quintet of change" of data, digitalization, innovation, behavioural science, and foresight to help institutions anticipate and manage complex risks.

To support implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030 and the 2030 Agenda for Sustainable Development, the annual workshop strengthens participants' knowledge on disaster risk reduction and climate resilience concepts and frameworks. Experts introduce innovative approaches for effective governance, risk-informed planning, private sector engagement, and technology-enables solutions.

Workshop Structure and Themes

The workshop combines expert presentations, case studies, interactive discussions, and collaborative exercises focusing on three areas:

  1. Inclusive disaster risk reduction and local resilience
    1. Gender-responsive and disability-inclusive governance approaches for disaster risk reduction and climate resilience
    2. Resilience planning tools including the UNDRR Disaster Resilience Scorecard for Cities and thematic addenda
    3. Case studies on local planning and implementation
  2. Strategic foresight for policy and institutions
    1. Foresight concepts, tools, and methods
    2. Scenario development, forecasting, and Artificial Intelligence (AI)-supported analysis
    3. Strengthening policy coherence for climate action
  3. Private sector engagement and climate technology
    1. Risk-informed business practices and corporate governance
    2. Mobilizing private finance for resilience
    3. Emerging technologies including automation and AI for disaster risk reduction and climate adaptation

Learning Objectives

By the end of the workshop, participants will:

  • Acquire knowledge of disaster risk reduction and climate resilience concepts
  • Implement inclusive governance approaches in disaster risk planning and implementation
  • Use tools and frameworks for local resilience including MCR2030
  • Apply foresight methods in policymaking
  • Identify opportunities for private sector engagement and financing
