Council of Europe Inspects Portugal Care Homes

The objective of the visit was to assess the treatment and living conditions of residents placed in social care homes. To this end, the delegation visited three establishments accommodating children and/or adults with disabilities in Cascais, Fátima and Lisbon.

In the course of the visit, the delegation met with senior officials from the Ministry of Labour, Solidarity and Social Security, the Institute of Social Security I.P., and the Institute for the Rights of People with Disabilities.

At the end of the visit, the delegation presented its preliminary observations to Clara Marques Mendes, Secretary of State for Social Action and Inclusion from the Ministry of Labour, Solidarity and Social Security. On this occasion, the delegation also met Miguel Feldmann, the Coordinator of the National Preventive Mechanism, as well as Vera Bonvalot, the President of the National Mechanism for the Monitoring of the Implementation of the UN Convention on the Rights of Persons with Disabilities.

The visit was carried out by the following CPT members: Juan Carlos da Silva Ochoa (Head of Delegation), Valérie Bernard and Vanessa Durich Moulet. They were assisted by an expert, Catherine Paulet, psychiatrist (France) and supported by Laura Ielciu-Erel of the CPT Secretariat.

  • Centro de Apoio a Deficientes João Paulo II, Fátima
  • Centro de Apoio Social do Pisão, Cascais
  • CERCIOEIRAS - Cooperativa de Educação e Reabilitação de Cidadãos com Incapacidade, CRL, Bacarena, Lisbon
