Draft Masterplans And Place Plans Now On Public Exhibition

DRAFT Aero Park Place Plan, East Gilgandra and North Gilgandra Masterplans - Now on Public Exhibition

Gilgandra Shire Council (Council) have placed a new suite of draft masterplanning and place planning documents on public exhibition, and are inviting residents to Have Your Say.

The draft documents form the second instalment of Council's Towards 5000 Masterplanning and Local Planning documents, which includes:

  • Draft Aero Park Place Plan
  • Draft East Gilgandra Residential Development Masterplan
  • Draft North Gilgandra Residential Development Masterplan

The draft plans will be on public exhibition for a period until 5pm, Wednesday, 6 May 2026. During this time, community members are encouraged to review the documents and Have Your Say.

Community members can also attend the community consultation workshop at the Gil Library Hub on Tuesday, 28 April 2026 at 5.30pm to find out more and provide feedback.

Cr Mayor Doug Batten says the exhibition period is an important opportunity for the community to help shape Gilgandra's future:

"These draft plans are an important step in shaping how Gilgandra grows over the coming years. They provide a clear, strategic framework for future residential development, while ensuring we continue to plan responsibly for infrastructure, services and community needs."

These plans build on the first instalment of strategic work adopted in December 2025, including the Housing Strategy, CBD Masterplan and Active Transport Strategy, and are designed to help guide future residential growth and development across the Gilgandra region.

The draft masterplans provide a high-level framework to support and accelerate development of existing residentially zoned land, ensuring future growth aligns with community needs, infrastructure capacity and long-term planning objectives.

General Manager, David Neeves said the plans provide a clear and coordinated approach to future development.

"These draft documents bring together community feedback, technical analysis and previous strategic work to provide a coordinated approach to future residential development. They are high-level planning tools that will guide decision-making and help ensure future growth is well-considered and infrastructure-ready."

The plans have been informed by community survey feedback, stakeholder engagement and technical analysis, and are a key component of the Gilgandra Residential Masterplanning - Towards 5000 project.

About the plans:

  • The Draft Aero Park Place Plan focuses on enhancing the liveability and identity of the Aero Park Estate through improvements to public spaces, streetscapes and connectivity. The plan includes recommendations for staging and delivery which will be used to pursue further funding opportunities, consistent with the Gilgandra Region Green Space Strategy.
  • The Draft East Gilgandra Residential Development Masterplan outlines a long-term vision for large lot residential development in a semi-rural setting. The plan supports development of R5 zoned land east of the Castlereagh River and focuses on a minimal intervention approach to ensure development remains feasible and attractive to private landowners and investors.
  • The Draft North Gilgandra Residential Development Masterplan provides a coordinated framework for several key existing zoned residential sites, including land around Chelmsford Avenue and the Aeropark precinct. It establishes guidance around housing yield, transport connections, open space networks and supporting infrastructure.
