Draft VPA for Bella Vista Sites at Memorial Avenue and Free Settlers Drive

Council is publicly exhibiting a draft Voluntary Planning Agreement (VPA) applicable to 40 Memorial Avenue and 1 Free Settlers Drive, Bella Vista submitted by Landen Dev No. 8 Pty Ltd as trustee for Landen Dev No. 8 Unit Trust (Developer).

The draft VPA secures local infrastructure contributions associated with approved State Significant Development Application (SSDA) SSD-80102979. The SSDA was approved by State Government in May 2026 and provides approval for 444 dwellings on the land, comprising 4 residential flat buildings and townhouses under 2 stages, and associated subdivision, as facilitated under the Government's TOD Accelerated Precincts Program.

The draft VPA secures local infrastructure identified under Council's Contributions Plans No.12 and No.18 including:

  • delivery of a vehicular bridge from Hodges Road to Celebration Drive;
  • delivery of a new roundabout at Free Settlers Drive and Hodges Road;
  • delivery of water management facilities;
  • delivery of local roads surrounding the site; and
  • dedication of open space land.

The draft VPA also includes a monetary contribution valued at approximately $7.2 million.

A key benefit of the VPA is that it will relieve Council of the risk and burden of infrastructure delivery and land acquisition, while ensuring that the necessary infrastructure can be delivered in-line with the rollout of development.

The exhibition of the draft VPA does not impact the approved outcome under the SSDA. Rather, it secures public benefits and infrastructure contributions to be made by the Developer, as required under the SSDA conditions of approval.

The draft VPA is available for inspection on Hills Have Your Say.
