EU Approves Italy's €12.8B NextGenEU Payment Request

Today, the European Commission positively assessed Italy's eighth payment request of €12.8 billion (€3.1 billion in grants and €9.7 billion in loans) under the Recovery and Resilience Facility , the centrepiece of NextGenerationEU – the Commission's post-pandemic programme supporting competitiveness and economic growth in Member States.

The reforms and investments tied to this payment request will drive positive change for citizens and businesses in Italy, notably in the sectors of public administration, public procurements, employment, education and research, tourism, renewable energy and circular economy.

Following its assessment of the payment request, the Commission found that Italy has satisfactorily completed 32 milestones and targets set out in the Council Implementing Decision for the eighth instalment.

Flagship measures in this payment request include:

  • More than 8,500 schools received EU funding to boost multilingual education and innovation skills in projects related to science, technology, engineering, arts and maths in 2024-2025. Also, more than 8,000 primary and secondary schools were equipped with modern digital tools to improve digital learning.
  • Over 200 projects for rare diseases and cancers, and more than 300 projects for high-impact health conditions received funding to start their research work.

Next steps

Italy submitted its eighth payment request on 30 June 2025. The Commission concluded that Italy met the milestones and targets needed for this payment and shared its assessment with the Economic and Financial Committee (EFC).

The EFC now has four weeks to deliver its opinion. The payment to Italy can take place following the EFC's positive opinion and the adoption of a payment decision by the Commission.

Background

The Italian recovery and resilience plan includes a wide range of investments and reforms. The plan will be financed by €194.4 billion - €71.8 billion in grants and €122.6 billion in loans.

This payment request will bring the funds paid out to Italy under the RRF to over €153 billion (including the 25 million in pre-financing? received on 13 August 2021 and the 551.2 million? in pre- payment under REPower EU, received on 25 January 2024).

This amount corresponds to 72% of all funds in the Italian plan, with 64% of all milestones and targets in the plan fulfilled.
