Fund to Unlock 1,500 Homes in Livingstone Shire

Up to 1,500 new homes will be unlocked in Livingstone Shire with construction of a major priority housing area set to be fast-tracked under the Crisafulli Government's landmark $2 billion Residential Activation Fund.

The Crisafulli Government has today announced funding under the Residential Activation Fund will support construction of Stage 1 of the critical East West Connector project.

The Fund will deliver a $25 million boost towards this new road project, which is critical for the continued development of more homes and reduced traffic congestion within the Livingstone region.

The $2 billion Residential Activation Fund has received 178 submissions – 64 from South East Queensland and 114 from regional, rural and remote Queensland.

The Crisafulli Government's 2025-26 Budget is delivering up to $1 billion for round one of the Residential Activation Fund, doubled from the original $500 million, in response to the overwhelming support and availability of shovel-ready projects.

Round one funding focuses on the construction of critical trunk infrastructure needed such as water supply, sewerage, stormwater, and roads needed to unlock new residential developments and ease Labor's Housing Crisis.

The $2 billion Residential Activation Fund is a key pillar of the Crisafulli Government's Securing Our Housing Foundations Plan and is breaking down the barriers for infill and greenfield developments.

The Fund will deliver a place to call home for more Queenslanders and support one million new homes by 2044 with at least 50 per cent of the overall funding to be invested in regional and remote Queensland.

Deputy Premier and Minister for State Development, Infrastructure and Planning Jarrod Bleijie said the Residential Activation Fund was set to unlock thousands of new homes across Queensland.

"The Crisafulli Government is delivering on our election commitment to give more Queenslanders a place to call home by funding shovel-ready projects like Stage 1 of the East West Connector, which will be a game-changer for the Livingstone Shire," Deputy Premier Bleijie said.

"This project will transform the housing landscape in regional Queensland and give more Queenslanders a place to call home.

"Partnering with Council to unlock this critical infrastructure will deliver more homes.

"The Residential Activation Fund is just one way the Crisafulli Government is creating jobs, unlocking housing and delivering much needed infrastructure across rural and regional Queensland."

Member for Keppel Nigel Hutton said the funding would unlock much-needed housing supply in Livingstone Shire and be the catalyst for a decade of growth.

"This is a big win for Keppel with a $25 million investment towards a major priority housing area within the Livingstone Shire Council's new Temporary Local Planning Instrument, which will unlock up to 1,500 new homes in stage one," Mr Hutton said.

"The Crisafulli Government's Residential Activation Fund is vital to address Labor's Housing Crisis."

Livingstone Shire Mayor Adam Belot described the announcement as a breakthrough moment for the region, marking both a major infrastructure milestone and launch of a broader strategic vision.

"This is about planning smarter—delivering critical infrastructure upfront and creating the foundations for connected, liveable communities," Mayor Belot said.

"We're grateful to the State Government for backing this project and working with us to address the housing supply and affordability challenges we face as a growing region.

"Stage 1 unlocks the land—Stage 2 delivers the full east–west link, more residential lots and long-term traffic relief for the Capricorn Coast.

"We've planned carefully, engaged widely, and we'll build responsibly. This is a confident step forward, and our community can be assured that we're not stopping here."
