The Cook Labor Government is continuing to deliver on its priority of ensuring every Western Australian has a home with expressions of interest (EOI) being sought for a new advanced manufacturing facility to accelerate the construction of major housing and infrastructure projects throughout WA.
Through this EOI process, the government is seeking a private sector partner to develop and operate a manufacturing facility in WA that will deliver cutting-edge design for manufacturing and assembly (DfMA) capabilities.
These capabilities will help accelerate medium to high density affordable housing supply in infill precincts and transport-oriented developments around METRONET stations, as well as give the State capacity to further support major non-residential infrastructure projects, including hospitals and correctional facilities.
The facility would support faster construction through the streamlined design of key components such as concrete walls, floor slabs and piers, and pre-fabrication of those components within the facility.
Prefabricated components would then be transported to site, where they would be craned into place and assembled by construction workers.
To support the delivery of this facility, the State is offering up to 10 hectares of land within the Meridian Park Precinct in Neerabup. Proponents may also request access to alternative State-owned land on the basis that the logistical benefits for any alternate site proposed must be demonstrated.
The government will consider providing upfront support in the form of a nominal lease, contributions toward infrastructure, and other assistance that supports the projects viability.
Contributions will be assessed to ensure they deliver value for money for WA.
Proponents must demonstrate how their proposed facility will reduce design and construction timeframes, lower costs for medium and high density residential developments and major non-residential infrastructure, and offer scale, with the ability to build capacity to deliver more than 2,000 apartments per year and future flexibility to support non-residential major infrastructure.
This EOI process will be administered by the Office of Major Infrastructure Delivery, with the process to close on Wednesday, 19 November 2025 via Tenders WA.
Shortlisted proponents will proceed to a request for proposals phase in December 2025.
It is expected that subject to negotiations, a successful proponent will be appointed in early 2026, with the potential for the facility to be operational by late 2027.
