NATIONAL CAPITAL PLAN AMENDMENT MARKS FIRST STEP TOWARDS A NEW HUME CIRCLE PRECINCT
Changes to the National Capital Plan have been approved to provide the opportunity for high-quality urban renewal and boost housing availability in the ACT as part of a new Hume Circle Precinct.
Amendment 102 to the National Capital Plan enables the renewal of an existing urban area in a manner consistent with the Griffin Plan for Canberra and to improve housing supply.
It varies the National Capital Plan by bringing the Hume Circle Precinct within Designated Areas and establishing the planning framework against which future development proposals may be considered and assessed.
Minister for Minister for Regional Development, Local Government and Territories Kristy McBain said the approval marks an important milestone in the planning of the Hume Circle Precinct and follows extensive consultation with the community, businesses, body corporates and stakeholder organisations.
"Throughout the public consultation process, the National Capital Authority received valuable feedback from a broad range of stakeholders," Minister McBain said.
"This feedback informed refinement to the Amendment."
In response to community comments, Amendment 102 clarifies land use and building heights limits across the precinct. Maximum allowable building height has been generally reduced, particularly relating to an existing low-rise residential area, which has been limited to 3 storeys to recognise and preserve the existing character of that area.
The amendment has also incorporated more detail on the principles and expectations of high-quality urban design, consistent with other precinct codes in the National Capital Plan, to provide certainty for developers and community and a framework against which future proposals will be assessed.
The precinct still requires further detailed planning and design work, specific to any development proposal, to be submitted for NCA approval and public consultation prior to any application for works approval.
The NCA will establish a Steering Committee, with representation from the NCA and ACT Government, to oversee the ongoing processes for the Hume Circle Precinct, and to ensure coordinated planning in the broader context of the East Lake Place Plan and the southern region.
