Karratha Housing Supply Boost: EOI Now Open

The Cook Government is delivering on its commitment to boost housing supply across Western Australia with an expression of interest (EOI) process now open for residential and mixed-use development projects in Karratha.

This EOI is another way the government aims to accelerate the delivery of new homes in WA, particularly in high-growth regional centres with a strong demand for housing.

The initiative builds on the Cook Government's $6.3 billion investment in housing measures across the State, which includes working in partnership with industry to deliver innovative solutions.

Supporting strong, liveable regional communities continues to be a priority for the government, with the Pilbara recognised as a strategic economic region supporting jobs, industry, and the long-term growth of the State.

Through the EOI process, the State is seeking proposals from experienced proponents capable of delivering quality residential or mixed-use developments that will help meet local housing needs and support the continued growth of Karratha.

Proposals that demonstrate value for money, deliver housing efficiently, and contribute positively to the Karratha community will be prioritised.

A Housing Supply Office has been established in the Pilbara to work directly with the community and industry to further address barriers to housing supply in the region, supported by a $1.3 million investment by the Cook Government in the 2025-26 Mid-year Review.

The EOI will close on 18 March 2026 via Tenders WA, with shortlisted proponents progressing to a Request for Proposals phase in April 2026. It is expected that successful proponents will be appointed in July 2026.

As stated by Deputy Premier and Treasurer Rita Saffioti:

"Our government is working hard to deliver more homes for families and workers in Karratha and across the Pilbara.

"We're proud that the Pilbara powers the national economy and want to help more people to live and work in the region.

"This EOI process is all part of our government's commitment to deliver more affordable homes right across our State, supported by our record $6.3 billion investment.

"And we're seeing results, with the number of new homes completed in WA increasing by nearly 16 per cent over the year to September 2025 - the fastest growth in the nation."

As stated by Housing and Works Minister John Carey:

"Our government continues to introduce measures to deliver more secure housing in the regions, including through an additional $104 million investment in the Government Regional Officer Housing program and a new $25 million Regional Housing Support Fund.

"This EOI process offers a more tailored approach in Karratha to boost and accelerate housing supply to meet demand."

As stated by Pilbara Minister Amber-Jade Sanderson:

"The last State Budget delivered more than $43 million to unlock 169 new residential lots in Karratha at the Mulataga residential development, and this EOI is going further to support the workers and families who chose to live in Karratha by further boosting the local housing supply.

"Accelerating the delivery of new homes will enable the Karratha community to grow to support the workers and businesses that are delivering economic benefits for the State."
