INTELLIGENT SPEED ASSISTANCE AND PEDESTRIAN ALERTS FOR THE CITY FLEET
WHEREAS, nationwide in 2024, there were 39,254 traffic fatalities reported, with speeding a contributing factor in 29% of fatalities, and 1,319 fatalities involving trucks at intersection; and
WHEREAS, in New York City, there were 110 pedestrian fatalities and 211 total fatalities from traffic collisions in fiscal year 2025; and
WHEREAS, the City operates a large fleet ("NYC Fleet") of vehicles, trucks, and motorized equipment that is critical to the daily provision of municipal services; and
WHEREAS, Intelligent Speed Assistance ("ISA") is a commercially available product that can detect the local road speed and physically prevent a vehicle from exceeding that limit; and
WHEREAS, DCAS has successfully implemented the largest ISA equipped fleet in the country, with 1,000 vehicles at 22 agencies across 23 vehicle types that have already logged millions of miles using ISA since August 2022; and
WHEREAS, NYC Fleet's ISA program has demonstrated a 64% reduction in dangerous speeding among equipped vehicles and in October 2025, DCAS announced an initiative to expand ISA to all civilian fleet vehicles as part of the SFTP; and
WHEREAS, turn alerts on trucks are established technologies that can warn pedestrians and bicyclists of truck turns as they occur, mitigating the increased risk posed by the size and design of trucks, particularly when making turns; and
WHEREAS, in January 2025, the Department of Citywide Administrative Services ("DCAS") designated pedestrian alerts as a best practice technology in the City's Safe Fleet Transition Plan ("SFTP") and has rolled out this technology on 800 trucks, with the goal of expanding the use fleetwide;
NOW, THEREFORE, by the power vested in me as the Mayor of the City of New York, it is hereby ordered:
Section 1. Definitions. For the purposes of this Order, the following terms have the following meanings:
- "Bureau of Quality Assurance ("BQA")" means the unit at DCAS that performs technical inspections of equipment and vehicles to ensure compliance with contract specifications.
- "Chief Fleet Officer" means the DCAS official appointed by the Commissioner, in accordance with Executive Order 161 of 2012, who is responsible for implementing policies and procedures to ensure safe, reliable, and proper use of City vehicles, or their duly authorized designee.
- "City fleet truck" means a motor vehicle owned or leased by a City agency with a manufacturer's gross vehicle weight rating exceeding 10,000 pounds. For purposes of this Order, this term shall not include off-road construction vehicles or emergency service trucks as determined by DCAS.
- "City civilian fleet vehicle" means a motor vehicle owned or leased by a city agency other than any of the following vehicles:
- Vehicles utilized primarily in an off-road capacity;
- Waste removal, plow, and salt trucks operated by the Department of Sanitation ("DSNY");
- Vehicles whose function or assignment is to serve in an emergency response capacity or which are authorized to utilize lights and sirens;
- Vehicles that cannot be equipped with ISA as a matter of technical limitations, as determined by DCAS;
- Vehicles with a unique role or design that would warrant an exemption, to be determined by DCAS; and
- Vehicles used primarily in areas with documented cellular disruption, as determined by DCAS.
- "Intelligent Speed Assistance ("ISA")" means technology that meets the following specifications:
- Automatically prevents a vehicle from further acceleration once such vehicle has reached the speed limit in any location, or a pre-determined threshold above such limit, without implementing braking, except that the driver shall be provided with the ability to temporarily override the ISA in the event of an emergency or if certain traffic navigation needs warrant such override; and
- Utilizes GPS positioning and digital speed limit maps to determine the speed to be enforced.
- "Pedestrian Alerts" means a device affixed to the exterior of two sides of a truck that is wired to the turn signals of such truck and emits an audible alert during truck turns sufficient to warn pedestrians, bicyclists, and others of the truck's turning motion.
§ 2. Intelligent Speed Assistance (ISA) for all Civilian Fleet Vehicles: Any contract for the purchase or lease of a City civilian fleet vehicle shall require that such vehicle be equipped with ISA. ISA must be installed prior to a City civilian vehicle being accepted by the Bureau of Quality Assurance ("BQA"). To the extent that funding is available, DCAS will use best efforts to retrofit with ISA City civilian fleet vehicles acquired or leased before the effective date of this Order.
§ 3. ISA functionality: DCAS shall manage the functionality and operations of ISA equipped on City vehicles and shall:
- Manage the maximum speed limits of ISA equipped City vehicles;
- Monitor the implementation of the ISA system and its use in ISA equipped City vehicles, including by measuring incidents of vehicle speeding, vehicle collisions, and use of system overrides;
- Determine restrictions below the posted speed limits for sensitive pedestrian locations such as parks areas or school zones as appropriate; and
- Implement system adjustments and exemptions as necessary.
§ 4. Pedestrian alerts for all City fleet trucks:
- Any contract for the purchase or lease of a City fleet truck shall require that such vehicle be equipped with a pedestrian alert. Such pedestrian alert shall be installed prior to a City fleet truck being accepted by the BQA.
- By June 30, 2029, DCAS shall retrofit all existing City Fleet Trucks with Pedestrian Alerts.
- DCAS, in coordination with emergency service agencies, shall test pedestrian alerts on emergency service trucks to determine the effectiveness of the pedestrian alerts on these trucks. Where such pedestrian alert is found to be effective on an emergency service truck, DCAS shall take all steps practicable to ensure that future purchases of such emergency service trucks include pedestrian alerts.
§ 5. Exemptions:
- DCAS shall issue, and update as appropriate, guidance identifying vehicles that cannot be equipped with ISA based upon their role or design and areas with documented cellular disruption or otherwise setting forth a procedure for agencies to obtain exemptions identified in this Order.
- An agency may submit a request for an exemption from section 2 or section 4 of this Order to DCAS, which shall grant such request where implementation would be impracticable. In determining whether implementation is impracticable, DCAS may consider whether implementation will disrupt contract implementation; is infeasible for technical, operating or design reasons; or will impose undue costs.
§ 6. Agency Cooperation: All mayoral agency heads are directed to cooperate fully with DCAS and the Chief Fleet Officer in implementing and complying with this order.
§ 7. Rules of Construction. Nothing in this Order shall be construed to supersede any applicable collective bargaining obligation.
§ 8. Effective Date. This order shall take effect immediately.
