The Minns Labor Government is expanding its successful $1 billion Pre-sale Finance Guarantee program to better support affordable housing and smaller residential developments, particularly in regional areas.
Since opening in September 2025, the program has accelerated the delivery of more than 600 new homes across Sydney and regional NSW and inspired the adoption of similar programs in South Australia and Western Australia.
To make sure it continues to deliver great outcomes across all of NSW we've made updates guided by feedback from proponents, financiers and community housing providers.
We're further supporting affordable housing by:
- Expanding the program to support 100 per cent of affordable housing projects worth up to $30 million, delivered by not-for-profit community housing providers.
- Increasing the support available for affordable housing in larger projects up to $80 million.
This means more affordable housing sooner to support low-income workers, older people, people with a disability and those at risk of homelessness.
It will also help ease reliance on direct government cash grants or discounted loans which have traditionally been needed to bridge the finance gap and get these important affordable housing projects underway.
We're also delivering better support for smaller and regional housing projects by:
- Replacing the $5 million minimum with a requirement that projects include at least four homes.
- Increasing the support for smaller scale projects delivering fewer than 20 homes, enabling the program to guarantee up to 75 per cent of the homes in the project, capped at $30 million per project.
This will help both smaller and regional projects move from approval to construction sooner.
The Pre-sale Finance Guarantee continues to leverage the NSW Government's balance sheet, to bridge the gap to commercial finance and get homes under construction faster.
These changes will improve the program's flexibility and unlock a broader mix of homes in NSW so families, key workers, young people and downsizers can live in the communities they choose.
The Government will make sure that the expanded criteria does not impact the capacity of proposals already eligible for the guarantee to secure support.
The Pre-sale Finance Guarantee is part of the Minns Labor Government's broader housing delivery agenda, alongside landmark planning reforms, the NSW Housing Pattern Book and the largest rezoning program in the state's history.
