OSCE, Albania Celebrate Modernizing Parliament Services

Head of OSCE Presence in Albania Ambassador Michel Tarran and Assembly Secretary General Genci Gjonçaj met on 6 July 2026 to discuss progress in parliamentary reform and innovative transformation.

Over the years, the OSCE Presence has supported the Assembly in a wide range of areas, including the development of strategic documents, such as the Assembly's first Strategic Plan and 2nd Strategic Plan 2026-2030 adopted recently. The Presence has also played an important role in bringing Parliament closer to citizens through open and inclusive committee meetings in regions, engaging with local stakeholders, and well-established live webcasting.

A central focus of the meeting was progress on the e-Legislation implementation process, supported by the OSCE Presence with funding from Switzerland and Norway. The initiative led to the launch of the e-Legislation Portal in 2025, which contains more than 750 marked-up legislative documents, including over 230 fully consolidated laws so far.

Ambassador Tarran highlighted the reform as a significant milestone in Albania's democratic development and innovative transformation. He commended the Secretary General for his leadership of parliamentary administrative services and for ensuring strong institutional ownership, including the establishment of a dedicated E-Legislation Unit and the allocation of parliamentary budget and resources for its continuation.

"We are proud to have the OSCE as a strategic partner," said Secretary General Gjonçaj. "Everything we have achieved in parliament has been achieved together. We remain hopeful of that the OSCE support will continue," he added.

The visit included a tour of the E-Legislation Unit, as well as the Assembly Archive and Library, which benefited from the OSCE Presence support with Dutch funding in the past. Ambassador Tarran and Secretary General Gjonçaj also visited the Democracy Workshop - a children's civic learning programme - where they engaged with and answered questions from the young participants.
