The OSCE Programme Office in Bishkek handed over a Mobile Police Reception to the Tokmok City Department of Internal Affairs, further supporting the Ministry of Internal Affairs of the Kyrgyz Republic in strengthening community policing, improving access to police services, and enhancing engagement between law enforcement and local communities.
The handover ceremony brought together representatives of the Ministry of Internal Affairs, local authorities of Chui province and multi-ethnic Tokmok city, law enforcement officials, local self-government bodies, and OSCE partners.
The Mobile Police Reception will enable police officers to provide services directly to residents, particularly in remote and underserved communities, facilitating access to police services, improving communication between the police and citizens, and supporting the timely identification and resolution of local security concerns.
"Mobile Police Reception Units are bringing police services closer to communities across Kyrgyzstan. Over the past two years, 63 mobile teams conducted more than 6,800 outreach visits, assisting over 14,000 people and helping resolve approximately 6,600 issues through on-the-spot legal advice and support. These results demonstrate how community policing strengthens trust, improves access to public services, and contributes to safer communities," said Ambassador Frobarth.
Since 2011, the OSCE has supported the development of Mobile Police Reception through its Public Security Initiative as part of broader assistance to police reform and comprehensive security Since October 2020, the initiative has evolved through closer co-operation with local self-government bodies, enabling mobile teams not only to receive citizens' complaints but also to work jointly with local authorities in identifying and addressing community concerns.
With OSCE support, the Ministry of Internal Affairs has received 49 Mobile Police Receptions, while the Ministry has further expanded the initiative by introducing 14 additional vehicles from its own resources, demonstrating its continued commitment to modernizing police services and strengthening engagement with local communities.
Beyond improving access to police services, the Mobile Police Reception strengthens the Ministry of Internal Affairs' capacity to implement democratic policing by bringing law enforcement closer to the communities it serves. Through regular engagement with citizens and local authorities, the initiative supports the early identification of security concerns, encourages collaborative problem-solving, and helps prevent local tensions from escalating. By fostering trust, accountability and responsive policing, the initiative contributes to stronger institutions, greater community resilience and lasting security in the country.
