On 6 March 2026, Astana hosted a roundtable "Developing a National Cybercrime Training Framework: Approaches, Competencies, and Partnerships". The event was organized by the OSCE Programme Office in Astana (hereinafter - the Office) in co-operation with the Ministry of Interior of Kazakhstan.
The event served as a key platform for discussing the development of a national training system on countering cybercrime for law enforcement and special agencies, as well as judges and members of the judiciary. The roundtable brought together representatives of government bodies, international organizations, diplomatic missions, and educational institutions of Kazakhstan's law enforcement agencies.
During the plenary sessions, participants discussed the current situation in the field of countering cybercrimes in Kazakhstan and prospects for developing specialized education and training programmes within law enforcement educational institutions. Particular attention was given to the results of the cybercrime competencies assessment conducted between August and October 2025 among active-duty law enforcement officers, in accordance with the Europol Cybercrime Training Competency Framework. Participants also reviewed educational programmes and assessed the competencies of instructors from national law enforcement training institutions responsible for delivering courses in this field.
Further discussions focused on how international experience could be adapted to strengthen Kazakhstan's cybercrime training system. Experts presented experiences from several countries, including Estonia, and introduced the draft National Cybercrime Training Framework for law enforcement agencies and the judiciary. The roundtable also featured an expert discussion of the draft National Competency Framework on Countering Cybercrime and Handling Electronic Evidence, developed within a regional project of the Strategic Police Matters Unit of the OSCE Secretariat.
The roundtable also provided an opportunity for representatives of academies of the Ministry of Interior, along with educational institutions of Kazakhstan's law enforcement and special agencies, to discuss personnel training, existing challenges, and prospects for further development of educational programmes in the field of countering cybercrimes.
The event was made possible through financial support from the governments of Finland, Germany, Norway, and the United Kingdom within the Office's extrabudgetary project "Supporting the Republic of Kazakhstan in Developing Effective Policies on Countering Cybercrime", implemented jointly with the Ministry of Interior and supported by the Presidential Administration of Kazakhstan since August 2023.
