OSCE Official Talks Social Unity, Education in Moldova

OSCE High Commissioner on National Minorities Christophe Kamp visited Moldova from 22 to 27 June 2026. During his visit, Kamp travelled to the Autonomous Territorial Unit of Gagauzia and to Bălți Municipality.

In Chișinău, the High Commissioner met with President Maia Sandu, Prime Minister and Foreign Affairs Minister Mihai Popșoi, Education and Research Minister Dan Perciun, Deputy Prime Minister for Reintegration Valeriu Chiveri and members of parliament, including Speaker Igor Grosu.

He also held meetings with the Deputy Director General of the Agency for Inter-ethnic Relations Nicolae Radița, the Chair of the Equality Council Yan Feldman and the Chair of the Audiovisual Council Liliana Vițu. The High Commissioner engaged with representatives of the international community, minority representatives and civil society organizations.

In Comrat and Bălți, Kamp held consultations with minority representatives, mayors and members of civil society. While in Bălți, the High Commissioner had the opportunity to meet with teachers and directors from Russian-language schools and kindergartens. Several of them had attended a training session on multilingual education the previous week - jointly organized with the Education Ministry - and will be piloting this methodology in their respective schools from the start of the new school year.

The High Commissioner noted that, as practical modalities are being further developed, the school directors indicated that they value multilingual education, not just as a means of strengthening social cohesion and facilitating exchanges among the citizens of Moldova, but also as a way to expand opportunities for future generations while helping them to preserve their identity.

During his visit, the High Commissioner also exchanged views on the institutional framework that supports the integration of Moldova's diverse society as well as the participation of national minorities in economic and social life. These themes featured prominently in his exchanges with a broad range of stakeholders, particularly with regard to the situation in Gagauzia.

The visit was an opportunity for the High Commissioner to reiterate his commitment to supporting social cohesion in Moldova, including through mother-tongue based multilingual education.
