Legislative framework and strategic documents in the field of preventing and combating corruption were discussed during an OSCE-organized seminar that took place in a hybrid format on 15 and 16 April 2026.
The OSCE Centre in Ashgabat organized this event to provide support to Turkmenistan in further strengthening its anti-corruption system through the implementation of good governance standards and capacity building of relevant personnel in the area of combating corruption.
An international expert from Latvia delivered the seminar remotely. He expanded on the development and effective implementation of ant-corruption strategy with a special focus on its objectives, main approaches and priority measures as well as standards and recommendations of the UN, Organization for Economic Co-operation and Development and the Council of Europe.
"Corruption erodes trust in institutions, undermines economic stability, and hinders sustainable development," said William Leaf, Head of the OSCE Centre in Ashgabat. "That is why one of the core commitments of the OSCE is combating corruption and eliminating conditions enabling this phenomenon, including through strengthening relevant legislation, developing strategic frameworks, and supporting accountable governance," he emphasized.
The seminar facilitated the exchange of best practices of the EU and Central Asian countries in the development of the legislative framework in the field of corruption prevention and criminalization of corruption offences. Participants discussed measures to improve the institutional structure for combating corruption and develop c-operation between key institutions.
The event brought together representatives of the Mejlis (Parliament) and key ministries, institutions and law-enforcement bodies of Turkmenistan, including the Ministry of Finance and Economy of Turkmenistan, Ministry of Adalat (Justice), the General Prosecutor's Office and Ministry of Internal Affairs of Turkmenistan.
