Planning Proposal, DCP & VPA For Living Choice Facility

A planning proposal, draft Development Control Plan (DCP) and a draft Voluntary Planning Agreement (VPA) for the Living Choice Facility at 9 Old Glenhaven Road and 5 Holland Road, Glenhaven (9/2021/PLP) is currently on public exhibition until Tuesday, 23 June 2026.

The planning proposal seeks to enable the expansion and completion of the Living Choice Retirement Village, Glenhaven. The development concept includes 50 seniors housing units and 2 rural lots of approximately 2 hectares in size along the periphery of the seniors housing development. This would be facilitated through an amendment to Schedule 1 (Additional Permitted Uses) of The Hills Local Environmental Plan 2019 to include seniors housing as a permitted land use on a portion of the site.

Draft amendments to The Hills DCP 2012 have been prepared in association with the planning proposal to guide built form outcomes on the site. A new site-specific section of the DCP will establish development controls in relation to future character, landscaping, setbacks, open space, car parking, solar access and bush fire protection.

A draft VPA is also concurrently on exhibition, which would secure infrastructure contributions from future development of the land, to respond to the additional demand for infrastructure generated by the proposal. The VPA offer will require the developer to pay monetary contributions of $9,000 per seniors dwelling. The VPA would result in monetary contributions to Council of approximately $450,000, for expenditure on local infrastructure items.

Council received a Gateway Determination for the planning proposal on 25 July 2025. Delegation for making the Local Environmental Plan has been issued to Council under the Gateway Determination.
