Preferred Teams Selected for Landmark Affordable Housing

  • Community housing providers selected to deliver and operate two new residential housing developments in partnership with State Government

The Cook and Albanese Labor Governments are partnering to deliver another 481 new affordable and social homes across two major residential developments in Perth's western and southern suburbs.

The State Government has today announced preferred community housing providers (CHP) have been chosen for the Court Place development in Subiaco and the East Street development in East Fremantle.

It marks an important step in the delivery of more high-quality affordable and social housing in the Perth metropolitan area.

Supported through the first round of the Federal Government's Housing Australia Future Fund (HAFF), Court Place in the Subi East precinct is set to deliver 447 new homes, including 300 affordable and 147 social homes in a prime location just four kilometres from the Perth CBD.

Subi East is a major State Government urban redevelopment project set to transform the land around Subiaco Oval into a vibrant mixed-use residential community with more than 1,000 new homes, as well as public parks, pedestrian-friendly green links, and civic spaces.

Court Place's current design includes 288 one-bedroom apartments, 139 two-bedroom apartments, around 20 three-bedroom apartments with around 300 square metres of commercial tenancies at ground level.

Community Housing Limited (CHL), a Tier 1 national CHP, has been selected as the preferred proponent to deliver, own and operate Court Place, following a competitive procurement process in 2024.

Tier 1 CHP Foundation Housing Limited (FHL) has also been selected to deliver and operate the East Street development in East Fremantle

This project will be a three-storey, 34-dwelling building on the corner of East Street and Canning Highway and has been supported under the second round of the HAFF.

The East Street development will include 19 one-bedroom and 15 two-bedroom dwellings.

The 3,665 square metre development site was selected as part of the Cook Government's Housing Diversity Pipeline, which is maximising the potential of lazy government land to bolster social and affordable housing.

Construction on both the Court Place and East Street projects is expected to start in 2026.

The Cook Government has secured more than $1.9 billion in Federal Government funding through Housing Australia to deliver 2,031 new affordable and 1,222 new social homes across Western Australia.

The funding has been secured through a mix of concessional loans, grants and availability payments over 25 years through rounds one and two of the HAFF.

This Federal funding is bolstering the Cook Government's record $5.8 billion investment in housing and homelessness measures since 2021.

As stated by Premier Roger Cook:

"These two projects will not only provide greater housing diversity in prime metropolitan locations but will go a long way in boosting our State's overall housing supply, improving long-term rental and housing affordability.

"This builds on our government's historic investment in housing and homelessness measures, which has resulted in the delivery of more than 3,300 social homes across our State, providing security and opportunity for vulnerable Western Australians."

As stated by Planning and Lands and Housing and Works Minister John Carey:

"Court Place in Subi East will make a meaningful contribution to housing supply and affordability, close to the city.

"With CHL announced as the preferred proponent, we now have a top-tier national community housing provider on board to progress this landmark project.

"Western Australia's largest State-based community housing provider Foundation Housing has been chosen as the preferred proponent for the East Street, East Fremantle project.

"Through strategic partnerships with highly experienced community housing providers we're delivering well-located social and affordable housing - close to jobs, public transport and essential services.

"Our record $5.8 billion investment in housing and homelessness measures is bolstered by a strong partnership with the Federal Government, which is helping us boost housing supply, particularly for the most vulnerable in our community."

As stated by Federal Member for Fremantle Josh Wilson:
