Proposed LEP amendments up for discussion

A series of proposed changes to Orange's chief planning document, the Local Environmental Plan (LEP) have gone on public exhibition for community comment.

As part of updating a local flood study, Orange City Council is proposing changes to both the LEP and the Development Control Plan (DCP) to manage planning issues in areas of Orange potentially affected by flooding. These documents provide proposed flood planning controls for future development across Orange.

As well as proposed changes prompted by the updated flood study, Orange City Council is making use of this opportunity to put forward a range of other house-keeping and minor changes to the LEP including heritage matters and 'spot' re-zonings.

Orange City Council's Planning & Development Committee chair, Cr Russell Turner said there are a number of significant minor changes among the proposals.

"In any growing city like Orange, there is a steady need to review our planning documents," Cr Russell Turner said.

"Each of these proposals are comparatively minor or 'house-keeping' matters, and so they are assembled to be considered in one bundle together. The fact that this package is our LEP's 'Amendment 24' is a sign of strength and continued confidence in Orange economy."

The list of 23 amendments includes proposals for a :

  • minor rezoning of neighbourhood shops in East Orange (to B1 Neighbourhood Centre) to better recognise the current use of the land at and around the East Orange Post Office.
  • minor amendment to Land Use Tables to explicitly permit Bee Keeping in certain residential (R1, R2, R5 and RU5) zones.
  • minor adjustment and rezoning of land along the Teamsters Walkway* to align with cadastre boundaries (legal boundaries on property titles).
  • adoption of a new clause about small scale cafés in residential areas, and an associated change (to Clause 5.4) to provide a floor space limit for these cafes.
  • clarification of the size of secondary dwellings (eg. Granny flats) in the low density residential zone.

The deadline for community submission is Monday 26 August.

*Teamsters Walkway is an open space reserve in north Orange, about half way between Anson St and Heatherbrae Parade. The area includes a walking path which runs from Dalton Street to a spot across the road from Brenden Sturgeon Oval.
