Public Exhibition of Planning Proposal – Jacaranda Development, Glossodia

Hawkesbury City Council is inviting community members to view and comment on a planning proposal for 185.3 hectares of land known as ‘Jacaranda’ at Glossodia. A community information session will be held at the Glossodia Community Centre, 162 Golden Valley Drive, Glossodia on Friday, 12 March. This includes a drop in session from 1pm to 4pm and an information session, with a question and answer component, from 6pm to 8pm. Council has informed nearby landowners and residents of the proposed development and the opportunity to make written submissions and attend the information sessions.

The Jacaranda Development is a plan to build 580 houses at Glossodia, to upgrade the roads within and around the site, to build community facilities, to create parks and to conserve bushland. The development is proposed over the following properties:

  • Lot 20 DP 214753, 213 Spinks Road, Glossodia

  • Lot 3 DP 230943, James Street, Glossodia
  • Lot 44 DP 214755, 3 Derby Place, Glossodia
  • Lot 50 DP 751637, 746A Kurmond Road, Freemans Reach
  • Lots 1, 2 and 3DP 784300, 780A – 780C Kurmond Road, North Richmond.

The planning proposal is available for view and comment on Council’s website via the Have Your Say tab or the link or between 9am to 4pm, Monday to Friday at Council’s Administration Building at 366 George Street, Windsor from Thursday, 25 February 2021 until Sunday, 28 March 2021.

Supporting documentation such as the Draft Jacaranda Development Control Plan, the Biodiversity Certification Application and the Draft Voluntary Planning Agreement is included as part of the public exhibition.

Complete the survey

There is also a survey for residents to let Council know their priorities for projects such as roadworks, community facilities, or improvements to parks and sporting facilities that this development would deliver in the area. Completion of the survey at is encouraged.

About the proposal

The primary objective of the planning proposal is to enable an improved ecological outcome for the subject site whilst enabling development of the subject site for residential, public recreational, environmental conservation and infrastructure purposes.

The planning proposal reconfigures the current R2 Low Density Residential, R5 Large Lot Residential, RE1 Public Recreation and SP2 infrastructure zoning of the subject site made under Hawkesbury Local Environmental Plan 2012 (Amendment No. 5) in December 2014. The proposed amendments will provide the highest level of protection for parts of the subject site containing critically endangered species and endangered ecological communities by rezoning those areas to E2 Environmental Conservation whilst retaining a maximum yield of 580 lots.
