The Minister has reaffirmed that councils hold primary responsibility for determining and enforcing parking controls on local roads. This includes the ability to introduce or amend parking arrangements, such as time limits or access restrictions, in locations where long‑term vehicle parking is causing localised issues.

The correspondence also confirms that councils have enforcement powers under the Australian Road Rules and the Local Government Act 1999, including the ability to address abandoned, obstructive or hazardous vehicles, and to work alongside South Australia Police in managing unregistered and unsafe vehicles on public roads.

Council notes the importance of balancing local amenity, public safety and fairness for residents, particularly in areas experiencing elevated parking pressure. As foreshadowed previously, Council will continue to consider a range of targeted and proportionate responses, including regulatory tools and community education measures, to address long‑term vehicle storage on public streets.

The City of Burnside will review the Minister's advice in detail and continue to engage constructively with residents, relevant authorities and the State Government to ensure parking management approaches remain appropriate for local conditions.

The local government sector is also pursuing this separately and this issue will be considered at the next Ordinary General Meeting at the Local Government Conference.
