Navy Vice Adm. George M. Wikoff for appointment to the grade of admiral, with assignment as commander, U.S. Naval Forces Europe/commander, U.S. Naval Forces Africa/commander, Allied Joint Forces Command Naples, Naples, Italy. Navy Rear Adm. Heidi K.
