Splash Park Feasibility Study Findings Released

At a Council Meeting last night (26/11), Councillors resolved that while community interest in a water play facility is very strong, the project is not financially viable at this time.

The Study, funded through Council's 2020-2021 Budget and completed in 2024, assessed possible sites, design options, construction costs and long-term operational requirements.

More than 350 community members contributed feedback, with 97 per cent indicating they would use a splash park.

However, the study found that developing such a facility would require a significant financial commitment.

Construction costs are estimated at approximately $1.36 million, with the total cost likely to exceed $2.5 million once contingency, supporting infrastructure and adjoining play space improvements are included.

The feasibility study shows that a splash park would require major long-term investment – with ongoing operational and maintenance costs estimated at more than $114,000 per year.

Central Goldfields Shire Mayor Cr Ben Green said that although support for the project was strong, Council must balance community aspirations with responsible financial management.

"We've heard loud and clear from our community that there is strong interest in a splash park and we thank everyone who took the time to participate in the consultation – as well as advocate over many years.

"We know this news will be disappointing for many in our community. The reality is that as a small rural Council – we just can't do everything. Over the next five years, we need to find around $600,000 in annual savings to improve financial sustainability and increase asset renewal rates.

"Our priority is also getting the additional $5 million we need to see the heritage-listed Maryborough Olympic Outdoor Pool Complex re-built and re-opened.

"Given the need to focus on renewing and maintaining our existing assets – as well as secure the funding needed for the heritage-listed outdoor pool - Council is not in a position to progress this project at the moment."

Council's recently adopted Council Plan, Financial Plan 2025–2035 and Asset Plan prioritise renewal of existing infrastructure.
