States Parties Conclude 24th Assembly Session

The Assembly of States Parties to the Rome Statute of the International Criminal Court ("the Assembly") held its twenty-fourth session from 1 to 5 December 2025 at the World Forum Convention Center in The Hague. The Assembly was attended by States Parties, Observer States, international and regional organizations and representatives of non-governmental organizations.

The session was chaired by the President of the Assembly, H.E. Ms. Päivi Kaukoranta. In closing the session, the President stated: "I wish to express my deep appreciation to all delegations, observers, civil society actors, and Court officials and staff for their unwavering commitment to the Rome Statute system. Notwithstanding global challenges, we stood united. I am confident that by working together we will, as we have during this Assembly and consistently in the past, protect the independence of the Court and the Rome Statute system".

The Assembly also elected seven members of the Committee on Budget and Finance: Mr. Karl-Heinz Heller (Germany); Mr. Urmet Lee (Estonia); Mr. Daniel McDonnell (United Kingdom of Great Britain and Northern Ireland); Mr. Aimé Gilbert Raveloson (Madagascar); Mr. Pascual Tomás-Hernández (Spain); Ms. Ana Patricia Villalobos Arrieta (Costa Rica); and Ms. Mateja Vraničar Erman- (Slovenia). Furthermore, the Assembly elected one member of the Board of Directors for of the Trust Fund of Victims: Mr. O-Gon Kwon (Republic of Korea).

The Assembly held its general debate, with the emphasis on Concrete Measures to Strengthen the International Criminal Court. It was enriched by the participation of ministers, international organizations and representatives of civil society. The Assembly held two thematic plenary sessions on cooperation and non-cooperation. Numerous side events, including many organized by civil society, were also held during the session.

The Assembly adopted six resolutions by consensus on: strengthening the International Criminal Court and the Assembly of States Parties, cooperation, amendments to the Rules of Procedure and Evidence of the International Criminal Court, implementing recommendation R108 of the Group of Independent Experts, the procedure and criteria for the waiver of the loss of voting rights, and the programme budget for 2026, totalling € 196,852.900 and a staffing level of 1008.

The Assembly decided that it will hold its twenty-fifth session from 7 to 17 December 2026 at the United Nations Headquarters in New York.
