The City of Stonnington has prepared Amendment C320ston to the Stonnington Planning Scheme.
The Amendment proposes to implement the findings of the Toorak, Kooyong and Armadale Heritage Review (Extent Heritage Pty Ltd, 2022), which recommends the inclusion of twenty-six (26) new individual places (including 21 new places not currently in the Heritage Overlay) one (1) serial listing, nine (9) new heritage precincts and extensions to two (2) existing heritage precincts. The Amendment also proposes to update the strategic justification (including changes to controls, extent and gradings) for fifty-one (51) individual places and eleven (11) precincts currently within the Heritage Overlay.
The land affected by the Amendment applies to various places within the study area (generally the suburbs of Toorak, Kooyong and Armadale). Please see Attachment A to the Explanatory Report (on Council's Connect page) for all proposed changes.
The Amendment also proposes to replace the Neighbourhood Character Overlay Schedule 5 at 1–17 and 10–24 Bailey Avenue, and 5–35 and 2–18 Valentine Grove, Armadale with a Heritage Overlay.

Any person who may be affected by the Amendment may make a submission to the planning authority about the Amendment. Submissions must be made in writing giving the submitter's name and contact address, clearly stating the grounds on which the Amendment is supported or opposed and indicating what changes (if any) the submitter wishes to make.
