Bayside City Council remains deeply concerned with the process around the Victorian Government's Activity Centres Program.
The Activity Centres Program is part of the Victorian Government's Housing Statement, which aims to deliver more than 300,000 additional homes across Melbourne by 2051.
Four areas in Bayside have been included in the expanded program including North Brighton (Bay Street); Middle Brighton (Church Street); Hampton (Hampton Street); Sandringham (Sandringham Village).
After an initial consultation in May and June, the Victorian Government are now conducting a second phase of consultation following the release of draft maps for each activity centre, including catchment areas and building height limits.
Council has undertaken significant strategic work to incorporate additional density around our Activity Centres. Our structure plans have considered the infrastructure provision required to support this additional population.
The Victorian Government has not provided analysis of the implications of immense growth on Bayside's public open space, schools, health services, drainage and sewage systems.
Bayside Mayor Cr Hanna El Mouallem said Council must be consulted to assist with providing sustainable growth that supports community wellbeing.
"It is vital that the Victorian Government collaborates with Council throughout this process. We have done the hard work planning for growth in our community and we can provide valuable information that will protect the character and liveability of our suburbs," said Cr El Mouallem.
"We are calling on the consultation period to be extended as it falls across the school holidays. The process should be fair, transparent and prioritise the voices of our community."
Council will now work through the information that has been released and ensure the community is informed and involved in the conversation.
Council will also be making a submission which will be presented to a Council meeting in October.

The Victorian Government has begun a second phase of consultation for their expanded Activity Centres Program.
The Department of Transport and Planning will also conduct an online (via zoom) information session and one drop-in sessions:
- Online information session: 17 September 2025, 6:30 pm - 7:30 pm
- Drop-in session Sandybeach Centre: Wednesday 1 October 2025, 4:30pm - 7:30pm
