$23.54 Million Social Housing Boost For North Coogee

  • Albanese and Cook Labor governments deliver $23.54 million 38-dwelling development in a high-demand location
  • Development underway with completion expected late 2026
  • Project marks the first use of commercial prefabrication masonry in Australia

The Albanese and Cook Labor governments are delivering more homes under the Commonwealth's $2 billion Social Housing Accelerator Payment fund (SHAP) with 38 new social housing dwellings now under construction in North Coogee.

The Western Australian Department of Housing and Works has entered an off-the-plan contract with PARC Developmentsto acquire all dwellings in the $23.54 million project, providing new homes for people on the public housing waitlist and boosting Western Australia's social housing stock.

The development marks the first Australian use of commercial prefabrication masonry, an innovative technique that accelerates construction timelines.

Completion of the 12 one-bedroom, 24 two-bedroom, and two studio apartment development is due in late 2026, and a Community Housing Provider will then manage the well-located homes.

The Department of Housing and Works opened a call for submission for social housing in 2024, with PARC Developments submitting their North Coogee project for consideration.

Western Australia's share of the Albanese government's Social Housing Accelerator Payment fund - totalling $209.2 million - will deliver more than 260 new social homes and ensure the refurbishment of more than 300 existing social homes across the State.

As stated by Federal Member for Fremantle Josh Wilson:

"Housing is one of our most pressing challenges and it's why the Albanese Labor Government is driving the biggest housing plan of any Federal Government since after World War Two.

"These 38 properties will mark a new chapter for people seeking an affordable, safe and secure home. North Coogee has a lot to offer with access to the beach, easy connection to Fremantle and great new public amenities.

"These new homes form part of the Albanese Government's efforts to build 55,000 social and affordable homes Australia-wide and adds to the 80 new homes under construction in my electorate - in Treeby, White Gum Valley and Fremantle - which are funded by the Albanese Government."

As stated by Western Australian Housing and Works Minister John Carey:

"Our Call for Submissions process allows industry to work with the State Government to deliver more social and affordable housing, including by employing innovative construction methods.

"The $23.54 million investment from the Albanese Government through its Social Housing Accelerator Payment fund will deliver 38 more social homes in North Coogee.

"This is a great result from private industry and different levels of government working together to increase housing supply, especially for the most vulnerable in our community.

"Since 2021, our government has invested a record $5.8 billion in housing and homelessness measures, and we have already delivered more than 3,300 social homes."

As stated by Fremantle MLA Simone McGurk:

"The North Coogee development is in a fantastic location - it's close to downtown Fremantle, shops and services, recreation spaces, a walking and cycleway that links to the metropolitan principal shared pathway network, and it is close to public transport access.

"The State Government's housing reform has delivered more homes for Western Australians, and we're using every lever to bolster the supply of social housing, including homes in Fremantle and surrounds.

"The boost of 38 social homes in North Coogee, to the tune of $23 million, will provide new homes for people on the public housing waitlist and boost WA's social housing stock."
