Acting CEO for Borough of Queenscliffe

Council announces an acting Chief Executive Officer has now been appointed, while the Borough of Queenscliffe CEO Martin Gill is on indefinite personal leave.

At the Special Meeting of Council held on Wednesday 15 February 2023, the Borough of Queenscliffe Council unanimously resolved to appoint Mr. Kelvin Spiller OAM to the position of Acting Chief Executive Officer. Mr. Spiller's appointment was effective immediately following the Council resolution, for a minimum term of eight weeks.

Mr. Spiller was selected from a pool of candidates as part of a thorough recruitment process. Bringing with him extensive skills, knowledge, and experience that are essential to the role, Mr. Spiller was the preferred candidate.

"Council is pleased to welcome Mr. Spiller to the Borough of Queenscliffe to support the organisation until Martin's return to work," said Mayor Isabelle Tolhurst. "We undertook a comprehensive process to ensure we appointed the right candidate for this interim position. Highly recommended, we are certain that Mr. Spiller has the experience and commitment necessary to guide the Borough through this period."

Mr. Spiller has extensive executive leadership experience having held nine CEO positions across local government, water, and disability sectors, including a time as CEO with the City of Greater Geelong. "Keen to get started, I'm highly motivated and ready to take on the challenges that undoubtedly come with a role such as this one." Mr. Spiller said his specific focus will be on "advancing the implementation of the council plan for the current financial year, progressing the CEO's work program, supporting staff throughout the organisation and advising council when required across a broad range of matters."

Council will revisit the term of Mr. Spiller's contract once further insight is available in terms of Mr. Gill's return to work.
