Air Force Updates Civilian Development Applications for 2028 Academic Year

Department of the Air Force and U.S. Space Force civilians will soon have the opportunity to apply for Academic Year 2028 Civilian Development programs, but prospective applicants will want to take note of critical updates to this year's process.

The application window for these highly competitive opportunities opens Jan. 6 and closes Feb. 12, 2027, and beginning with Academic Year 2028 cycle, the Air Force Personnel Center Civilian Development team will enforce a strict "final on first submission" application policy.

"This is a major change in how we review and accept applications; however, we believe this change will help us identify the right individuals for these developmental opportunities and it starts with attention to detail," said Dana Hodges, Civilian Development technical advisor.

In previous cycles, applicants were permitted to rectify and resubmit nomination packages returned for missing documentation or administrative errors. Now, once an application is submitted through myFSS, no revisions, additions, or edits will be permitted.

The AFPC Civilian Development office recommended the change to encourage preparedness and identify readiness for development for these premier opportunities. The decision was approved by the Civilian Force Development Panel, chaired by the Headquarters Department of the Air Force Deputy.

Additionally, there is now a requirement for a two-page resume using an approved two-page master resume format found on the myFSS Civilian Leadership Development Homepage.

The Civilian Development portfolio contains five categories of development: Professional Military Education, Academic, Fellowship, Experiential Assignment/Program, Leadership Seminars/Short Courses. Within those categories are numerous programs, differing application requirements.

"For the approximately 170,000 DAF civilian personnel, this yearly opportunity sharpens warrior ethos, resiliency, and innovation to lead with precision," said Jana Ramon, chief of the Strategic Leadership and Development Branch. "These are amazing opportunities that every civilian should be aware of and compete for," Ms. Ramon added.

Interested civilians should begin preparing early by visiting the myFSS Civilian Leadership Development page for detailed application guidelines.

Additionally, prospective applicants are encouraged to consult their supervisors and mentors to discuss target programs and review their application materials and resumes. Interested civilians can also contact their functional AFPC Career Field Team through the myCFT Portal for specifics about being vectored for a Civilian Development program.
