Eric Abetz, Treasurer
The Tasmanian Government is taking action to remove one of the biggest barriers to faster, more affordable housing, with a Bill to deliver a nation-leading Modular Housing Finance Guarantee tabled in the House of Assembly.
Treasurer Eric Abetz said the Modular Housing Finance Guarantee Bill 2026 is delivering on our Government's commitment to establish a framework to unlock finance for modular homes.
"Modular housing has the ability to get roofs over people's heads faster and more efficiently, but finance can be a significant challenge," the Treasurer said.
"Where a person would otherwise qualify for housing finance, they should not face unnecessary barriers simply because they have chosen a modular home.
"We've listened to industry, worked closely with lenders, and this Bill responds to a clear demand for innovative housing solutions."
The framework will support lending for modular homes during the off-site construction phase, where traditional mortgage security arrangements are generally unavailable, by providing a limited Government guarantee to approved lenders.
"By addressing the financing gap, the initiative will accelerate housing supply, lower upfront costs, and improve access for first-home buyers," the Treasurer said.
"We're building an even better Tasmania by making targeted investments to deliver more homes across the State."
