Brazil First Latin American Nation to Sign Macolin Convention

Council of Europe

Brazil has signed the Council of Europe's Macolin Convention - the only legally binding international instrument specifically dedicated to combating the manipulation of sports competitions - as the first country in Latin America.

This signature is significant, as the manipulation of sports competitions, particularly when linked to betting, is a global challenge that requires action by states beyond Europe. Brazil is also the world's third-largest betting market.

The convention was signed at the Council of Europe's headquarters in Strasbourg by Ricardo Neiva Tavares, Ambassador of Brazil to France and Monaco in the presence of Secretary General Alain Berset.

Brazil joins Morocco and Australia as signatories

With this signature, Brazil becomes the 44th country to sign the Convention. Of the signatories, 17 have ratified it.

Other non-member states of the Council of Europe that have signed the Macolin Convention include Morocco and Australia

Brazil has already become a party to three other Council of Europe treaties: the Convention on cybercrime, the Convention on mutual administrative assistance in tax matters, and the Convention on the transfer of sentenced persons.
