Following a seizure by the Canada Border Services Agency (CBSA) at Mirabel International Airport and the subsequent execution of a search warrant at a residence on the North Shore of Montreal, a 40-year-old Montreal man is facing a series of criminal charges today at the Saint-Jérôme courthouse.
The investigation began in March 2024 when a CBSA officer at Mirabel International Airport seized 250 blank cards similar to the Canadian permanent resident card and 250 holograms similar to those that are applied to the card.
On July 11, 2024, the CBSA Criminal Investigations Section executed a search warrant at a residence on the North Shore of Montreal, where they seized a number of forged identity documents containing inaccurate biographical information. They also seized materials associated with the fabrication of counterfeit documents, a restricted firearm - a 9x19 mm model 48 semi-automatic Glock - and three magazines.
The individual, Ahmad Jawid Toukhi, is charged with the following:
- smuggling into Canada goods whose importation is prohibited under the Criminal Code, namely items intended for the production of counterfeit identification documents, contrary to the Customs Act;
- making false or misleading statements by importing goods into Canada under a false identity, contrary to the Customs Act;
- possessing identity information with the intent to use it to create false documents, contrary to the Criminal Code;
- making false identification documents, including a fraudulent Canadian passport and false Canadian permanent resident cards, contrary to the Criminal Code;
- knowingly importing, selling, offering for sale, or making available counterfeit identification documents, contrary to the Criminal Code;
- defrauding the Government of Canada by smuggling goods whose importation is prohibited, namely articles intended for the production and issuance of fraudulent identification documents, contrary to the Criminal Code.
These seizures and charges were a result of collaboration between CBSA officers at Mirabel International Airport, the CBSA Quebec Region Intelligence Section, the CBSA Analytical and Forensic Services Division and the Royal Canadian Mounted Police (RCMP) Cryptocurrency Tactical Operational Support team.
