Council of Europe Anti-Torture Talks in Serbia

The talks with the Serbian authorities, on 26 June 2026, focused on certain specific issues relating to the treatment of persons held in psychiatric institutions in the Belgrade area.

The CPT delegation met with Nenad Vujić, Minister of Justice and Zlatibor Lončar, Minister of Health, as well as with senior officials from the Ministry of Justice, the Administration for the Enforcement of Penal Sanctions, the Ministry of Health, the Ministry of Labour, Employment, Veteran and Social Affairs and the Ministry for Human and Minority Rights and Social Dialogue.

The CPT delegation also had the opportunity to visit two psychiatric establishments on 25 June, to speak with staff and patients, and observe to what extent the recommendations set out in its report on the 2024 visit to Serbia had been implemented.

The CPT was represented by Kristina Pardalos (Head of delegation during the 2024 visit), and by Hugh Chetwynd (Executive Secretary) and Francesca Gordon (Advisor, CPT Secretariat).
