A number of important planning and community issues were considered at the recent Ordinary Council meeting last week.
Council passed a motion, put forward by Councillor Julie Fraser, to write to the Commonwealth requesting consideration of a Senate inquiry into the Defence Housing Australia (DHA) Lee Point project. The motion followed presentations earlier in the year from community representatives highlighting community interest in protecting Darwin's natural environment, alongside recognition of the ongoing role Defence plays in the city's economy and community.
Councillor Fraser noted that a Senate inquiry would provide greater scrutiny of the project and ensure the Darwin community has an opportunity to formally contribute its views. Council's position on the motion was mixed, with seven councillors supporting the call for the inquiry.
Council considered a City of Darwin submission to the Northern Territory Government about a development application for a childcare centre in Larrakeyah, submitted through an Exceptional Development Permit (EDP) process on Low-Medium Density Residential land. A childcare centre is a prohibited use in this zone and would normally require rezoning rather than an EDP.
Concerns raised included inconsistency with the Central Darwin Area Plan, reduced opportunities for landscaping and tree canopy planting, and unresolved access and road safety issues. Council did not support the use of an EDP for this proposal and agreed to object to the application. This decision reinforces the importance of proper planning processes and prioritising neighbourhood development and road safety in decisions.
In addition, Council considered a request from the Local Government Association of the Northern Territory (LGANT) to nominate a representative to the Darwin Regional Weeds Working Group. The group will help develop the Regional Weeds Strategy 2027-2032, review progress of the current strategy, and support collaboration across councils in managing regional weed issues. Councillor Fraser was nominated as City of Darwin's representative.
Looking ahead, the draft 2026/27 Municipal Plan is now open for community consultation. I encourage residents to take the time to review the plan and provide feedback.
