Cardinia Shire Council is progressing the transformation of its core business systems, with an implementation partner appointed at the Council meeting on 18 May.
Following a competitive tender process, PM Partners has been selected to lead the rollout of the new enterprise business systems used to deliver critical functions such as customer service, online customer portal, asset management, property rating, planning, local laws, records management, budgeting and staff management.
Council awarded the software contract to TechnologyOne Ltd in March this year, with the appointment of PM Partners marking the next significant step in transforming Council's core business systems.
A review of Council's existing enterprise business systems in 2024 identified a need to strengthen security, improve efficiency and address risks to support long-term sustainability and better meet the needs of a rapidly growing shire.
The transformation of Council's business systems is essential to delivering modern, efficient and future ready services for Cardinia shire's growing community.
By replacing outdated systems with an integrated, cloud-based platform, Council will be able to streamline operations, improve the customer experience, strengthen cybersecurity, and provide the technological foundation needed for long-term organisational sustainability and to respond to legislative and service requirements.
The implementation of the new enterprise system will be carried out in four phases over the next three years:
- Phase one: staff management and payroll systems.
- Phases two and three: asset management, including preserving detailed data about all Council-managed assets.
- Phase four: customer service and online customer portal, digital transaction platforms, property and rating, regulatory and compliance functions including planning, local laws, and animal management.
PM Partners will play a key role in managing complex system changes across multiple services, providing a specialised team with the expertise needed to deliver the project effectively and on time.
Council endorsed an overall project budget of $32m over four years to transform its core business systems. This includes the software as well as the external and internal expertise required to deliver a project of this nature. The implementation partner contract, valued at $6.59 million, is included in the total project budget.
