Brig. Gen. Joshua Williams, Dr. Bryan Tipton and Col. Raj Agrawal delivered a clear message on the "DAF Battle Network: Why is it crucial?" panel during the Air and Space Forces Association's Air, Space and Cyber Conference in National Harbor, Sept. 15.
The panel, moderated by Heather Penney, director of studies and research at the Mitchell Institute for Aerospace Studies, traced how the DAF Battle Network has transitioned from a conceptual architecture into a real-time operational capability that commanders, operators, and joint warfighters are actively employing today.
"The DAF Battle Network is not about a single platform or program," said Williams, the Portfolio Acquisition Executive for Command, Control, Communications and Battle Management. "It is about connecting the capabilities the department already has, bringing in the capabilities it needs next, and making sure they work together to give warfighters resilient decision advantage."
This operational reality was reinforced by lessons from recent operations. Tipton, chief of architecture and systems engineering for C3BM, noted the real-world impact the DAF Battle Network has already enabled, including hybrid architecture, edge computing, air operations center upgrades, and deploying the Tactical Operations Center-Light prototype. He also highlighted integrating with the Joint Fires Network and the Navy to put JFN into test and operational use, bringing new capabilities such as artificial intelligence into AOCs, and enabling dynamic mission planning.
"We're also overhauling beyond-line-of-sight and line-of-sight communications," Tipton continued. "Ground and air capabilities are now connecting to the Space Force's Space Data Network. Looking forward, a good DAF Battle Network is one where integration becomes easy."
He said major emerging efforts are also ongoing with point defense and AI.
"The future is now, and it's real," he said.
To deliver the network, Williams detailed how his role as the DAF Battle Network's integrating PAE differs from standard platform acquisition. Under the mission-focused PAE model launched in January 2026, he wields DAF-level acquisition authority, allowing his office to enforce open-architecture standards and certify interoperability across its roughly 50 core programs of record, and beyond.
"It takes extreme teamwork with our PAE and other PAEs across the Air Force," Williams said. "And it takes Dr. Tipton's team building the foundation that is the DAF Battle Network in order to truly integrate to scale ahead of the threat."
Tipton emphasized that maintaining a robust, multilayered transport network is what allows the joint force to move data under intense adversary electronic warfare threats. This data-transport capability is what completes long-range kill chains at the speed of relevance.
"The DAF Battle Network is designed as a system of systems, not as a single-domain solution," Tipton said. "Different layers provide different operational value, and the strength of the architecture comes from integration across those layers."
Addressing how the operational network bridges domains, Agrawal, the military deputy for space for C3BM, explained that orbital assets like the Space Data Network and space-based moving target indicators are designed to sync in real time with atmospheric platforms. Rather than one domain replacing another, the operational advantage comes from the redundancy and multiple tactical options that this integrated system of systems provides to commanders.
"Operators and acquirers are both warfighters," Agrawal said. "If an operator isn't inviting acquirers into joint planning sessions, or if an acquirer isn't engaging operators, they are missing the mark. Our senior leaders have made it possible for us to work together; now it's time for the joint force to execute as one unified team."
Ultimately, the panel concluded that the true measure of the DAF Battle Network's success is not a future roadmap or the volume of systems fielded. Instead, success is defined by the operational options it delivers to the warfighter today, giving commanders the decision-making advantage to outpace and outmaneuver adversaries in dynamic, contested environments.
