The Minns Labor Government has finalised planning controls for Leppington Town Centre, unlocking around 11,500 new homes over the next 20 years and setting the stage for one of South-West Sydney's most significant new urban centres anchored around Leppington train station and close to the new Western Sydney International Airport.
The 440-hectare precinct spans the Camden and Liverpool Local Government Areas and is set to generate up to 11,000 jobs over the longer term, transforming Leppington into a thriving hub for families, workers and businesses.
Key features of the rezoning include:
- maximum building heights of between three and 30 storeys, up from a previous maximum of 20 storeys in key locations,
- a network of local parks, green corridors, and a civic plaza near Leppington Station,
- a minimum three per cent affordable housing requirement for residential development in perpetuity,
- floor space ratios ranging from 1.2:1 to 5:1, with the core increasing from 4.5:1 to 5:1, and
- total development capacity for up to 47,000 homes over the longer term.
Leppington has long been earmarked for growth but stalled by complex, cross-boundary planning challenges under the previous NSW Liberal-Nationals Government.
The Minns Labor Government stepped in, took on the rezoning directly, and has now delivered the certainty the precinct needs to move forward and strong market interest in the precinct signals that the private sector is ready to back it in.
The plan puts homes, jobs, and services within easy reach of Leppington train station, creating a walkable and well-connected town centre built around public transport.
Leppington Town Centre will also include several new and upgraded schools as part of the Minns Labor Government's ongoing work to rebuild public education across NSW.
The 2026-27 NSW Budget includes $4.1 billion for new and upgraded schools in Western Sydney with investment in Leppington including: a new primary school for Austral South with co-located public early learning, an upgrade at Leppington Public School with co-located public early learning, and a new high school for Leppington.
This ensures families in one of the state's fastest growing communities will have access to a world-class public education, close to home.
Working with Camden and Liverpool councils, the Minns Labor Government is now developing an infrastructure staging plan through the Urban Development Program, covering key road upgrades, including Rickard Road, Ingleburn Road, and Edmondson Avenue, to make sure the infrastructure keeps pace with growth.
