A NSW Liberals and Nationals Government will deliver more than 12,000 new homes in Sydney's East through a new Long Bay Delivery Authority (LDA), to be established within its first 100 days.

The LDA will oversee master planning and infrastructure, investigate transport options and partner with the private sector to deliver new homes and community facilities.

The LDA will also work with Corrective Services to coordinate the relocation of correctional facilities to regional and metropolitan centres, including Goulburn Jail.

NSW Liberal Leader Kellie Sloane said the Long Bay precinct could unlock thousands of new homes in a highly sought-after part of Sydney.

"The Long Bay Delivery Authority will coordinate this once in a generation opportunity to deliver more than 12,000 homes and build a community for families at a time when they need it the most," Ms Sloane said.

"Long Bay is one of the biggest urban renewal opportunities in NSW, why should prisoners have a coastal home, when this land could be made available for more affordable homes, close to the city?"

"The Authority will have a clear job: bring the agencies together, work through the barriers and get this land ready for new homes."

Shadow Minister for Planning and Public Spaces Chris Rath said 30 per cent of the homes to be delivered will be affordable and social housing.

"We know there is interest in building here and our commitment to 30 per cent affordable and social housing ensures this won't just be luxury housing, but homes for young families and essential workers," Mr Rath said.

"We need to plan the transport, infrastructure and public spaces alongside the homes, so this becomes a community that works for the people who live there."

"Labor has talked a big game on housing but remains almost 40 per cent behind on its housing targets and has overseen record construction business insolvencies. We have a plan to do things differently."

Liberal Candidate for Coogee Carolyn Martin said the commitment would help young families build their future in the Eastern Suburbs.

"Too many young people and families are being priced out of the Eastern Suburbs. This is an opportunity to give them a future in the community they grew up in, close to their work, schools and family," Ms Martin said.

Liberal Candidate for Maroubra Kate Beaumont said local residents should have a say in shaping the new community.

"This is a chance to deliver much-needed homes in the Eastern Suburbs, supported by transport, schools, parks and essential services. Residents deserve a say in shaping this new community and making sure we get it right," Ms Beaumont said.
