Monaco's Minister of Foreign Relations and Co-operation Isabelle Berro-Amadeï and Congress President Gunn Marit Helgesen opened the event, which was held under the Monegasque Presidency of the Council of Europe's Committee of Ministers.

It brought together the country's national and local authorities and Congress members in a participatory debate and a panel discussion with the participation of Minister of Public Works, the Environment and Urban Development Céline Caron-Dagioni, High Commissioner for the Protection of Rights, Liberties and Mediation Marina Ceyssac, Second Deputy Mayor responsible for Quality of Life, the Environment and Sustainable Development Marjorie Crovetto of the Municipality of Monaco, and Member of the National Council, President of the Committee on Women's Rights, Families and Equality Béatrice Fresko-Rolfo.

On 18 June, the Congress Bureau welcomed the fact that the Congress had reached gender parity in positions of responsibility, and made gender equality one of the Congress priorities for 2026-2031.
